Jonathan Clark of the Nogales International reports:

A Mexican drug cartel has threatened Nogales police officers, saying they will be targeted for retribution if they conduct off-duty drug busts.

Nogales Police Chief Jeffrey Kirkham told the Nogales International on Friday that the threats stemmed from an incident approximately two weeks ago, when off-duty officers surprised marijuana smugglers while riding horseback in an unincorporated border area east of town.

The officers seized part of the drug load, and the smugglers were able to flee back into Mexico with the other part.

“As a result of that,” Kirkham said, “our officers have received threats from the cartel that they are to look the other way if they are off-duty, or they will be targeted by a sniper or by other means.”

Mini’s Cupcakes, which opened late last year at La Encantada, is moving to a new spot at Casas Adobes Plaza, at Ina and Oracle roads.

Jaynie Rossi, who owns Mini’s Cupcakes and custom-cake store Ambrosia of Tucson, said she will close the original Mini’s Cupcakes location on Wednesday, June 30. She expects the new store—which will also sell regular-sized cakes made at Ambrosia—to open in early August.

La Encantada shoppers, however, won’t have to go long without their cupcake fix. Peter Sutter, the owner and operator of Red Velvet Cupcakery at 943 E. University Blvd., Suite 165, says he’s opening a location at La Encantada.

Sutter said he expects to have the new store open in early August. He said two additional stores are also opening in Washington D.C., where the original Red Velvet Cupcakery opened about two years ago.

We’ve got an update about the new CiCi’s Pizza locations that we wrote about in this week’s Noshing Around.

A company spokeswoman says the chain eatery is looking to open locations in Drexel Heights, at the Tucson Mall, somewhere along Tanque Verde Road and in South Tucson. The restaurant currently has one location at 2912 W. Ina Road.

Has anyone out there tried CiCi’s Pizza? We haven’t had the chance to stop in yet. We’re especially curious about the macaroni-and-cheese pizza they serve, which looks damn tasty in this picture.

We've all heard of the "Hitler reacts" videos on YouTube where new subtitles have been added a clip of the movie Downfall so that instead of getting angry at the Allied forces closing in around him, he's ranting on mundane things like Susan Boyle failing to win Britain's Got Talent, getting kicked off Yahoo Answers, or the vuvuzelas at the World Cup.

Now the Fuhrer turns his anger toward the decision to build a downtown hotel for Rio Nuevo instead of the originally-planned museums. All he wanted was a parking garage for his birthday.

Somewhere in another reality, there's a Saturday Night Live sketch where Will Ferrell isn't told "more cowbell," but "more vuvuzela." Enter Vuvuzela Time, the website that lets you browse the web with the sound of those droning plastic horns from the World Cup.

Go to http://www.vuvuzela-time.co.uk/ and type in a site (TucsonWeekly.com for example) for an ear-splitting-rific good time.

CBS News brings us the video that has the SB 1070 crowd chattering today:

According to President Obama and Attorney General Eric Holder, the Justice Department is currently in the process of deciding whether or not to file suit over Arizona's controversial immigration law, which Mr. Obama has called "misguided" and potentially discriminatory.

According to Secretary of State Hillary Clinton, however, the decision has already been made.

"President Obama has spoken out against the law because he thinks that the federal government should be determining immigration policy," she said in an interview with an Ecuadorean television station flagged by The Right Scoop. "And the Justice Department, under his direction, will be bringing a lawsuit against the act."

Pima County Supervisor Ray Carroll has announced that he's in the corner of former state lawmaker Jonathan Paton in the five-way GOP primary in Congressional District 8.

Earlier this week, former state lawmaker and CD8 candidate Randy Graf announced he was supporting Republican Jesse Kelly in the race.

Get any sense that the Rosemont Mine issue played a role here?

From the Paton campaign:

Jonathan Paton is proud to announce that he has earned the endorsement of Pima County Supervisor Ray Carroll, the longest serving Republican elected official in Pima County.

"Only one candidate has the background, experience, and drive to occupy this congressional seat. That candidate is Jonathan Paton," Carroll said. "Jonathan will protect our borders, cut wasteful spending, and oppose President Obama's reckless spending like the health care

Dave Devine delivers a dispatch on the downtown deal of the day:

The Tucson City Council has settled a year-long legal dispute by handing over $750,000 and at least $125,000 in subsidies to downtown developers Scott Stiteler and Don Martin.

The city entered into a predevelopment agreement with a partnership that included Stiteler, Martin, developer Jim Campbell and Portland development company Williams and Dame back in December 2008. The idea was to give the developers land in exchange for private investment and redevelopment of downtown, with a provision calling for the city to pay damages if a development agreement couldn’t be reached.

Both Campbell and Williams and Dame ended up leaving the partnership and last summer, the rest of the deal fell apart, partly because of complaints from the Rialto Theatre Foundation. Rather than trying to salvage the deal, Stiteler and Martin walked away and then demanded compensation.

The City Council reviewed the settlement in an 11-minute executive session on June 8 and the settlement was finalized six days later.

Stiteler and Martin will get $750,000 from the city’s strapped budget after they’ve shown that

Dan Shearer of the Green Valley News shares an intriguing tidbit about Congressional District 8 Republican Brian Miller:

So he was invited in to talk to somebody from Young Guns. That’s a group that identifies potential movers in the GOP and helps them along in their bids for a House seat.

Who wouldn’t want the help? Well, turns out Miller didn’t once he found out the price.

Miller would have essentially had to give up control of everything and let them take over, he told me. Young Guns wanted “unlimited access” to his campaign, told him he could only use their approved vendors, and said that they would be making all of his strategic decisions.

Miller walked out of the meeting, turned to his aide and said, “We won’t be working with them.”
